Let F be an arbitrary field and let $n, p_{1}, p_{2}, p_{3}$ be positive integers such that $n = p_{1} + p_{2} + p_{3}$ . Let

(C_{1}, C_{2}) = ([\begin{matrix} C_{1, 1} & C_{1, 2} \\ C_{2, 1} & C_{2, 2} \end{matrix}], [\begin{matrix} C_{1, 3} \\ C_{2, 3} \end{matrix}]),

where the blocks

C_{i, j}

are of type

p_{i} \times p_{j}

,

i \in {1, 2}

,

j \in {1, 2, 3}

. Suppose that

C_{2, 1}

are known. In this note we identify sufficient conditions under which there exist

such that the pair

is completely controllable when
